Lanao Election Forecast, Dirty as Usual

Lanao Sur and Marawi elections are the most controversial, the frauds committed having been exposed before Senate and Congressional hearings. No election officer has yet been jailed. Those names stated in the GARCI tapes are still in their electoral posts. No reforms yet being done. Prospective congressional,  gubernatiorial, and mayoralty candidates next year have still to mobilize millions of pesos for buying votes.
Echoing this cynicism are some local analysts like former MSU official Yusoph Latiph who says it will be a hot election, with massive fraud both at the national and local. The opposition which has gained leverage because of the perceived unresolved “cheating” case by the administration will put up a stiff fight. Alignment with the administration is then not being sought for by local candidates, as they usually do.

Gubernatorial aspirants include incumbents and kingpins. Incumbents have the advantage in the sense of patronage from the local governments dependent on the ira. But contenders have the advantage of providing alternative platform.

Projecting development-mindedness, former MNLF leaders congressman Benasing Macarambon (2nd district) and 2-time Mayor Omar Solitario Ali, both from OMPIA party, the local religious party with standby machinery and a following will slug it out with incumbent Governor, fellow OMPIA member, Governor Aleem Bashier Manalao, who relies on the Mustaqbal, a women’s group, which claims a 50,000 membership. Son of former Governor Mamintal Adiong , a LAKAS party stalwart, and former Administrator Engr. Bombit Adiong is vying to get his dad’s LAKAS party anointment  from the national. Other names floating are former Governor Saidamen Pangarungan, a lawyer and Rep. Faisah Dumarpa, the lone lady in Maranao provincial politics.

The more candidates there are, the more the votes would be divided, leaving a strong incumbent in the governor. But Manalao has to contend with grumbling casual employees , some of who have filed administrative complaints , for lack of salary payments. Last November, a room in the Governor’s Palace  was shot, forewarning of violent reactions against this administration.

In the meantime, a few local groups are mobilizing clean election campaigns attached to internationally-funded programs such as the Citizens Care for ARMM Elections and Maradeca NGO, which hold surveys on good governance. Jokingly in one forum of the Maradeca, one of the cynical participants said local politics is all about IRA – immediate relative allotment , dramatized in the statement that the Muslims' testimony , that there is only one God, has become rairahairrara (Ira is declared the most important thing of all) .  Other coined terms to describe local politics were inspired by the names of local sweets – PASTIL – or pasteal , steal, TAMUKUNSI – or kakunsi kunsi (connivance), DUDUL or kadudu (taking money) or TANG – tangni (begging).

Politics is supposedly about good governance. One aleem reminds the need to reexamine the ways in which we vote people to office. The criteria must be that he has fear of God and has competence. It would pay for local clans, to rethink a thousand times, if they would get involved in the dirty world of politics as it is now.

These areas are majority governed by muslim people, now where is the integrity and honesty? Election has been very dirty in these areas for a very long time. Tsk tsk tsk. May they be truly guided by their faith.

The Pilipino mass felt sorry for that call NOT because Glory Called Garci. Just simply because of what shed had told him / he had told her and the nature of conversation as a whole.
